IHONC was founded in 1973 under the name of Northern Connecticut Hockey Referees Association. They were a non-profit group of un-paid officials established to help improve the quality of officiating in youth hockey in Northern Connecticut. By the 1976 season the Northern Connecticut Youth Hockey League agreed to pay NCHRA for their services.

Elected by the IHONC membership to a term of 2 years, the next presidential election will happen at the annual meeting in 2008.
